Fipto joins Utila's Licensed Partner Network as a European licensed rail

Fipto is an early participant in Utila's newly launched Licensed Partner Network, bringing both MiCA CASP and Payment Institution licenses for fintechs and enterprises building stablecoin products in the European Union.

Utila has announced the launch of its Licensed Partner Network, a programme that allows fintechs and enterprises to bring compliant stablecoin payment, custody and payout products to market without holding their own regulatory authorisations. Fipto is one of the early participants, alongside CoinGate, Balance and Surus, collectively extending licensed coverage across the European Union, the United States and Canada.

The regulatory constraint

For most companies building a stablecoin roadmap, the blocker is no longer the technology, it is the licence.

Offering stablecoin payments, payouts or exchange services in the European Union requires authorisation as a crypto-asset service provider under MiCA. Moving fiat alongside those flows requires a payment institution licence. Obtaining either directly is a process measured in many months, with significant capital requirements and dedicated compliance resourcing attached. As a result, a large number of companies that are commercially and technically ready to launch remain on the sidelines.

Fipto provides the regulated perimeter in Europe

Fipto was the first stablecoin infrastructure to achieve both a MiCA CASP licence with the AMF and a Payment Institution licence with the ACPR, both in France. Within the Licensed Partner Network, Fipto can act as the regulated counterparty of record for payment and exchange activity in Europe, while Utila provides the underlying MPC wallet infrastructure, policy engine and compliance tooling.

For the client, this means a single integration and a clear division of responsibilities. Utila secures and orchestrates the wallets. Fipto carries the licence, the regulatory obligations and the payment rails that sit behind it, with near-instant settlement and 24/7 availability, accessible through API, web platform or a Treasury Management System.
